National Refractory Agreement

In addition to appointing appointments, ICE has played a role in the development and management of many national and international agreements with the IBC, including the Special International Masonry Industry Agreement (also known as the ICE Agreement) and the National Refractory Agreement, which have been an effective way for our contracting parties to operate outside the local areas where they have currently signed a local bac agreement. The Executive Director of ICE is also the representative of the company`s management as part of the IMI dispute resolution plan. Recon`s agreement with the IPTW, as the Bricklayers describe it, was “unusual.”   Bellamy testified that the company itself was “persecuting” the union to represent its unskilled workers.   Recon`s executives “made several phone calls, spoke to other contractors who are covered by collective agreements and ended up landing with the IPTW.” IPTW workers had to join the union and sign detox cards to “disable” at the end of each membership job.   Recon essentially paid the union dues of these workers and increased their pay to offset the higher costs.   Through these manoeuvres, Recon ensured that its workers were not represented by any union in any other workplace than us-Borax. Inspired by client Arco Refinery`s request to cap wages, Recon began negotiations with the Bricklayers in 1999 to reduce pay rates.   On March 30, 1999, Bellamy asked Bricklayers International to freeze the annual increase of $0.75 per hour.   The Bricklayers would not accept concessions and would not do the work on the phrases proposed by Recon.   In August, Recon again tried to make concessions, this time in the form of a 20% reduction in wages, which the masons also refused.   On August 16, Bellamy informed the Bricklayern that he intended to terminate the CBA effective November 14, 1999 or “as soon as the law or contract is authorized.”   After the deadlock in the 14 October negotiations, Bellamy confirmed his intention to end the CBA the following month.   RNA expired on November 14, 1999.

On December 7, Frank Collins, president of Bricklayers Local 4, announced to union affiliation that Recon had refused to sign the current NRA and therefore “left no choice but to consider Que Recon as an unsigned contractor.” Wind turbine AgreementParts: LIUNA, individual employer, International Association of Bridge, Structural, Ornamental and Reinforcing Iron Workers, International Union of Operating Engineers and International Brotherhood of Electrical Workers.Scope: All employees participate in the assembly and construction of wind turbines, including foundations and implementation of certain projects.
